This is not an issue that affects Greater Manchester only. If the public votes "No" we have to come to terms with chronic and growing traffic congestion as the inevitable consequence. Don't be fooled into thinking that the economic slowdown or peak oil prices are a long-term panacea for road congestion. Both will have a short-term impact, but offer only a temporary reprieve from growing traffic volumes. Economic growth will return, and, even if oil prices remain peaky, motorists will adapt by purchasing more fuel-efficient vehicles. That will be good news forthe environment but will do little to tackle congestion. In afewyears of the oil price shock in the 1970s traffic volumes returned to their previous level.
